  1. Put real emphasis on cleaning up Puget Sound, restoring our estuaries (90% have been destroyed by development) and protecting our rivers

If we are to thrive as a society in the future, our natural resources will have to be given the respect and investment they deserve; not out of some misplaced sentiment, but because the environment provides real services, without which we can not achieve our other goals. One example might be the dam on the Deschutes river provides no service, but it destroys the environment for fish and other organisms, and this right at the base of the State Capitol! We must begin to prioritize the issues of pollution and reverse unsustainable practices, and seek to return the once immensely…

    • Assessments and High Stakes Tests

We need some testing and accountability for the system, but what are we communicating to our students and our teachers? The intention is to hold ALL students to the same, high standards and to graduate with a meaningful diploma. Is that happening? Look at our opportunity gap, look at our graduation and dropout rate. Are we really protecting the struggling student subgroups or are they becoming disliked and segregated for their impact on school scores? Take a look at students with disabilities where the bar is readily lowered so they look like they are meeting standard or they are given…

      • Set up laws to protect us from PPACA

While the federal government has decided to shut down, pass whatever laws we need to in order to protect us from this unconstitutional sickcare system. We have a right to choose what type of care we receive. This system does not cover naturopathy, homeopathy, herbal treatments, supplements or superfoods. America is supposed to stand for freedom. Being told we have to buy insurance is the opposite of that. If the healthcare system utilized the 'alternative' views and therapies, we would be much healthier. Find a way to preserve our freedom to choose and protect our citizens from PPACA.

        • Improving Health Ratios of the state by working on education and preventive care

Health and Safety is the foundation for the economical and intellectual growth of any community. Washington state has certain unique capacities that sets it apart from other states, such as diversity, belief in a green environment, a wide range of dedicated non-profits. But still it lacks a unified public health policy that gives full coverage for all its population. Implementation of ObamaCare will enable many more to take part in health plan, but to my idea we need a state policy plan for improving health by targeting major ratios such as mother-child, elementary school children, youth health. Passing a unified…

          • Equitable Education for students who are Deaf or Hard of Hearing

From early identification through post secondary education children and students who are deaf or hard of hearing face many challenges within our state.
Counties and school districts need to provide appropriate services for an individual child's unique developmental, language and communication needs no matter where they reside.

            Enforce and carry through:

Allow students to access D/HH programs which are appropriate for the child despite school district boundaries.

Continue funding to agencies and programs who work to provide support to professionals and families of deaf and hard of hearing children.

Enact a "Communication Plan" for every child to be reviewed annually.

            • Allow agencies to sign up to provide DDA contracted care giving services for DD people all the time, rather than only every 4 years.

DDA can only accept new contract agencies to provide care giving service during an open enrollment period that occurs now only once every 4 years. Agencies are now limited to less than 20 agencies in all of King County. When the agency stops providing service, they stay on the list and don't get back filled. Agencies wanting to provide service can't sign up. This restriction increases cost, lowers the competative edge for the state, and forces the disabled to do without vital services that are already funded. This then forces institutionalization because the burden on families becomes to great. This…

              • Home visiting programs are vital to early learning

It is encouraging to see that increasing the number of families who have access to support through voluntary home visiting programs is one of the leading indicators in the early learning section of the "World-Class Education" goal. Research clearly shows that evidence-based prenatal and early childhood home visiting programs improve the health, well-being, and self-sufficiency of parents and their children. Increasing access to home visiting programs will result in a great return on investment for our state. Because home visiting services prepare children to learn we advocate for increasing the target percentage increase for home visiting services from 5% to…

                • Stop reclassifying positions, inflating job descriptions and promoting unqualified employees for raises.

At Department of Fish and Wildlife numerous employees positions have been reclassified to higher ranges, but unfortunately some of those employees do not qualify for their promotion or reclassification; whether they do not have the experience or education that is required or both in some instances. Employees who have been with this agency long term and are at the top of their range have come to expect a position reclassification for a raise, but not more work. WDFW have employees who are promoted to supervision positions and given pay increases, just to supervise one or two employees? There should be…

                    • Get the Special Committment Center off of Mc Neil Island

Although this is not the most popular idea I believe that it is time to address the fact that there are less than 300 "residents" consuming more money than any other 300,000 people in Washington State. Yes they are Civially Committed Violent *** Offenders, but it costs Washington tax payers more money to keep them on the island than it would have cost to build a containment unit 30 stories under the surface or a great big prison with 100 foot tall walls with a moat going around it that has sharks with laser beams attached to their foreheads. Get…

                      • Healthy People .. Healthy Babies ... Healthy Youth and Adults

A primary goal should be to enhance efforts to reduce unintended pregnancy. Unintended pregnancies cause poor maternal outcomes during pregnancy, higher rates of preterm labor, and lower birth weights among other factors. Controlling health care costs starts with reducing unintended pregnancies which can be as high as one-third of all pregnancies. In 2011 the top 5 most expensive conditions in US hospitals included as #1 mother's pregnancy and delivery ($55 billion) and #4 newborn care. The top 2 most expensive conditions billed to private insurance during that same time was #1 mother's pregnancy and delivery ($30 billion) and #2 newborn…

                        • Where is the data?

Silos are everywhere. Data is scattered. If we truly want to be more efficient, effective, and accountable - we should have a centalized data hub for public information. Instead of having to go to each agency website and stumble around until you find it - critical data should be in a single website with clear, user friendly instructions. State agencies are collecting and reporting some very useful information. The problem? No citizens are viewing it - or even know that it exists.

https://data.wa.gov/ already exists, let's invest into that infrastructure and ensure that Washingtonian know where they can go for…

                                • Foster youth should have more attention paid to their outcomes

Foster youth are only mentioned in the "Protection and Prevention" section of supported people. The metrics are only related to allegations, intakes, and placement length. But foster youth have a great deal of potential to surpass their early traumatic experiences. As they are dependent on the state, the state has a direct responsiblity to do help them do this.

However, foster youth in Washington are NOT thriving. The graduation rate for foster youth was 48% compared to 72% for non-foster students. Female youth in foster care had teen birth rates at least twice those of the general population. (WSIPP). Higher rates…

                                  • Don't require employees to travel to Olympia/Tumwater to take tests to promote to a new position. Allow those test taken locally.

Currently at the WA Department of Revenue, employees wishing to promote to a Revenue Agent 2 or Revenue Auditor 2 have to travel to Olympia to take the competency test required for those positions. This results in time lost to travel, mileage reimbursement costs and sometimes motel for an overnight stay if that is required for the distance of the travel. I think it would be most costs effective in terms of time and expenditures to allow these tests to be taken in the local office. You could have a manager in the office proctor the tests. I have suggested…

A “sustainable” economy is a prosperous economy for all.

Washington State needs to transition to a sustainable economy. We need to revise economic policies, taxation, spending, resource valuation and other economic management instruments so that they will balance what is biophysically possible, ecologically sustainable, socially equitable, and efficient for everyone in the state. Public resources (water, timber, minerals, clean air, Puget Sound…) have been and continue to be given away for free compared to their real value. As you propose, measure real economic & social progress with a “genuine progress indicator” (GPI) per ecological economics. Build a “Prosperous Economy” for…

                                      • Homelessness

We need to do something about the homeless population in our state, or at least in our capital city. Visiting poverty level cities throughout California, I didn't see one vagrant on the streets. These people have mental challenges and drug addictions that need to be addressed. It's not going to be solved by sending them to jail for 30 days. It is very embarrassing and scary to have them in our city, much less around our children. Most are brave and brazen and will approach even the elderly. Sleeping in cravases in downtown streets needs to be eliminated now. Services…

                                        • Yes but let's bring non-profit organizations to the conversation.

In pursuing Results WA, I think we should be sure to partner with non-profit organizations whose mission is aligned with these goals. This would more effectively use our community resources and help prevent duplication of efforts. There are many NGOs focusing on these goals areas. Instead of a siloed goverment effort, we should ensure open communication and stategizing with these groups.

Results Washington may be about measuring governement performance but if we really care about the final outcome - we should recognize that success is much more likely if ALL Washingtonians are helping to achieve the goals.
