  1. Where is the inclusion of children with disabilities in your education indicators?

Children in special education present a unique set of needs within Washington's education system. While these goals and many education conversations, department missions, and visions speak of "all" children, children with disabilities and special needs are often separated or completely left out. This leaves us with a system where special education students represent the second largest subgroup in our opportunity gap and a little more than half of them graduate on time. It is convenient to blame a child’s lack of progress on their disability, but we know that 80% of these children could be expected to perform as well…

    • Help parents support their children’s education, starting at birth (Goal 1)

Parents are their children’s first teachers, helping prepare them for success in school and life. Doctors who participate in Reach Out and Read prescribe books, discuss early literacy, and encourage families to read together. This type of parent engagement provides a great opportunity to improve developmental and educational outcomes for kids. When parents talk and read with their children it develops the early literacy skills that help them be ready for kindergarten and lead to greater reading proficiency down the line in 3rd grade. Doctors are unique messengers because parents trust them and all families bring their children to the…

      • Fix the Special Education programs in WA to ensure employable skills for them.

The Special Education programs in Washington State are broken. All they provide is babysitting. The high functioning students are trapped in do nothing classes. We need to take a look at the states with successful special ed programs and provide teachers who are willing to assess kids correctly to make sure the high functioning students receive a quality education.

        • Reform the Department of Corrections!

I began working for the Department of Corrections just before our last economic downfall. Since that time I have learned more about this one department and how it uses state funding. Correctional Industries is a "cash cow" for the DOC that is hidden from the public's eyes in order to provide incentives for its executive staff. This is only possible by omitting information when requesting funding our Senators and Representatives. Hundreds of millions of dollars are generated through Correctional Industries and yet the DOC continues to ask our elected officials for more money every year for this cognitive behavior program…

          • If flexible-time (alternate) work schedules are great for the environment, why do we have Agencies denying them?

            Dear Governor Inslee,

If there is a RCW (41.04.390), a WAC (357-28-225), a WFSE Union Contract Bargain Agreement, and even a DOP policy template for flex-schedules, why is the Military Department denying them?
By denying, I mean not allowing new employees and existing employees that accepted a new position within the Agency to have them (even if the existing employee has had flex-schedules for many years)!!!

There’s no policy in place explaining why, just a letter signed by TAG (Agency Director) stating the new rules.

Flex-schedules were created to alleviate traffic congestion during peak rush hour periods, educe hazardous traffic…

            • It's time for a cost of living adjustment.

One of your goals has been to create a prosperous economy in Washington State by increasing the average earnings of Washington works from $52,000 to $56,000 in 2 years. This however has not been shown when looking at the pay of state employees. These public servants of Washington State have not received a cost of living adjustment for over four years and even had to take a 3% pay cut for two of those years. This will continue for another two years at least under the new contract since only employees at the top of their pay scale for the…

              • Education; reconize that children learn differently

Children learn in different ways. Teachers teach one way. Many students get left behind because our curriculum is not flexible. I have two children that have been through the education system, one did very well, the other struggled. I know many families that have experienced the same situation. Here are some related articles:

                • Hold management accountable

Line staff and resources keep getting cut, while the administrations keep creating new positions, giving themselves raises, and spending frivolously. Statewide there are more and more measures being placed on line staff efficiency, yet there is no one looking into upper management efficiency (or ethics). How many six figure salaries does it take to supervise one line staff? And how many brand new cars do those administrators need? Is it really necessary to have granite countertops and $10,000.00 computer desks? If over half of line staff positions have been eliminated how can administrations need MORE positions? And why is line…

                  • Measure the effectiveness and efficiency of the Legislature...

How much time and money do state employees put towards frivolous legislation? Dogs in bars, naming the state Christmas tree, etc. How many times do legislators call an agency with a complaint that has to be vetted and then come to find out that the legislators information is inaccurate? Let's measure the effectiveness of the Legislature!

                    • Dear Governor Inslee

I understand this has nothing to do with, what this email pertains to, however, I thought that I could express some concerns in this area.

As a state employee for over 28 years, my concern and question, which I can say I speak for alot of folks, when it comes to this subject is:

How can Directors of certain agencies, recieve such a LARGE pay raise, (understanding that the governor wanted their pay to be comparable to his cabinet), however this information being released after our director of only 3 months, cut numerous jobs here at Deparment of Licensing, understanding…

                      • Expand high school classes

It seems that high schools focus on preparing students for only post-secondary education. There are many young adults who will not be attending college so are not receiving the education they need to lead a productive life after graduation. I would like to see more choices in trade classes and less emphasis on "what you'll need for college" for these students. Education should fit the needs of each individual future wage-earning adult and not be one-size-fits-all.

                        • It seems like state workers are being asked to do more with less.

With the threat of layoffs still looming, and understaffing now a real problem, what support will employees receive to help achieve these goals?

                          • The key to accomplishing the education goals is decreasing class size. The goals don't aim to help teachers, just tells them to do better.

We all want test scores to increase but if we want this to happen we need to give teachers a chance to have an influence on the kids they are teaching. Class sizes of 25 or more students are proven to not work. Add teachers, add schools, and give our kids a chance. Don't throw money at evaluating scores without giving the teachers a fighting chance.

                            • Mental Health

Mental health seems to be upstream of many of the health problems we are fighting downstream. To really boost the health of our citizens, we need to address their mental health needs. Ignoring root causes like mental health and poverty while focusing on downstream physical health problems is both inefficient and costly.

                              • Fix our student loan system

Doing something about our broken student loan system would have an effect on multiple goal areas that have been highlighted. As more and more highschool graduates look around and see the crippling student loan debt their peers are acruing they are opting out of postsecondary education. (which there's nothing wrong with) But if our goal is to increase attendence in those programs, they need to be cheaper and loans have to have more reasonable terms, ie salary based pay-offs, more options for forgiveness, etc.

This would help increase earnings as well, personally I have over 600 dollars a month in…

                                • Bring back tuition reimbursement for State workers!

The program has been put on hiatus that will extend past the 2013 mark that is listed on the employee website. This would help greatly increase the skill set and knowledge base of our State employees and encourage more higher learning for the people in charge of running the state government. This seems like a no-brainer.

                                  • Less commute time by working from home and using office space closer to home

Much more working from home. Many people could do their job from home or partially from home. The state should set an example of how we are reducing hours on the road. Allow more people to shift their offices closer to where they live. Some of our offices have extra cubicles that could be set up to serve other agencies.

Our children need good vision care if they are all to have a fair chance of doing well in school. Our schools screen children with a Snellen chart (big E) that misses about 75% of vision issues and does nothing to test for near-focus issues. At least 25% and likely more of our students have near-focus, binocular vision problems that are not being tested for in school, clinics, and most medical vision checkups. "Vision care" is much broader than "eye care" and many of our children will have trouble with school, and be under increasing stress, if their binocular vision…

                                      • Set pay based on cost of living in the local area.

Pay is set based on a class of work statewide without regard to the local cost of living. As a result, workers do not want to consider positions in the Puget Sound area due to the significantly higher cost of living. The private sector, and local governments, hire away our well-trained workers because they pay the going rate for the local area. Cost of living should be a part of the equation when setting pay rates or we will continue to lose our best assets year after year after we've put state resources into training the staff to simply be…

                                        • State Wages vs employee retention

As an Inspector in the Seattle metropolitan area, the biggest deterrent to employee retention are twofold:
                                          1) Wages
                                          2) the level of responsiblity required to collect those wages

For example, starting wages of a taxicab inspector for the City of Seattle are more than three dollars per hour higher than my mid-range "3" position pays. With a fraction of the responsibility.

Any wonder why there's such a high turnover rate with State employees?
